A possible (rousing!) opening hymn
Living God, your joyful Spirit
breaks the bounds of time and space,
rests in love upon your people,
drawn together in this place.
Here we join in glad thanksgiving,
here rejoice to pray and praise:
Lord of all our past traditions,
Lord of all our future days.
Serving through communication,
may we strengthen ministry;
that this Diocese may flourish,
working as one family.
May we gently lead each other,
share our hunger and our thirst;
learn that only through our weakness
shall we know the strength of Christ.
Lord, when we grow tired of giving,
feel frustration, hurt and strain,
by your Spirit’s quiet compulsion,
draw us back to you again.
Guide us through the anxious searching
when our confidence is lost;
see the source of future faithful:
arms outstretched upon the cross.
Living God, your power surrounds us,
as we face the way Christ trod,
challenge us to fresh commitment
to the purposes of God:
called to share a new creation,
called to live your holy word,
promised all the joys of heaven
through the grace of Christ our Lord. [t Abbot’s Leigh]

B Blessed are you, O God our Father.
All creation worships you.
Blessed are you, Lord Jesus Christ:
You bring new life into the world.
Blessed are you, Holy Spirit of God.
You draw us together in love.
Blessed be Father, Son and Holy Spirit;
One God, for ever and ever.
The Lord be with you.
The Lord bless you!
Words of welcome follow – Lord Lieutenants, Mayors and the people of Elmsley Street in equal measure! It would be good to have some brief history of how and why the Diocesan Office has been moved to Kadugli House, and something about the name. If possible, the carving from the Diocese of Kudugli should be displayed here (before transfer to its permanent site later in the service).
2nd Hymn
Reading Romans 12: 4-13 or similar “to each has been apportioned gifts”
Gospel St Mark 12: 13-17 or similar “Give to Caesar what is Caesar’s…”
Sermon
This format is a good one but I would expect that you would want to adjust the themes to make them more suitable for this occasion…
R1 For the glory of God in praise and prayer
for the preaching of the Christian Gospel,
for the celebration of the sacraments of grace.
We dedicate ourselves in this place.
R2 For the giving of comfort to those who mourn,
of strength to those who are tempted
and of light to those who seek the Way.
We dedicate ourselves in this place.
R3 For the nurture of family life,
for the teaching and guiding of the young,
for the strengthening of the faith of all who believe.
We dedicate ourselves in this place.
R4 For the development of the potential
given by God to each one of us,
for the building of friendships and
an appreciation of all that is god, true and beautiful.
We dedicate ourselves in this place.
R5 In gratitude for the generosity of many people,
in praise of God who has brought us together
and in the hope of spreading your Gospel of love
to all those who are indifferent and those in need.
We dedicate ourselves in this place.
B Everliving Father, watchful and caring, our source and our end, all that we are and all that we have is yours. Accept us, now, we pray, that by your grace we may dedicate Kadugli House to your honour and glory, as [Diocesan Office].
We give you thanks for all who have served you faithfully as members of staff in Stott Hill [and any other place where the Offices have been located]. May we now ask your blessing on who will serve you here, and on all who will use this Centre in the coming years.
Be present always to guide and to judge, to inspire and to encourage your people. We make this prayer through Christ our Lord. Amen.
3rd Hymn: ?Thy Hand O God has guided omitting verse 3
Something physical ought to be included. I don’t see why the flag could not be raised as part of the service and this would be an opportune moment, especially if it requires some movement by some or all of the congregation to the flagpole.
Alternatively this may the time for some if not all to take the carving and to go inside the building and hang it in its new position.
Is there any suggestion that ‘Future Faithful’ badges are to be distributed? Local people might not get one anywhere else…
Notes:
Outdoor services are best kept shorter than indoor ones.
Checklist for religious services in general [EPIC for short]
Is there opportunity for people to experience God rather than just talk about him?
Can people feel they are participating rather than just being an audience?
Are there plenty of non-verbal images for people to latch onto?
Will those attending feel that they are sufficiently connected to the thing being celebrated?
